Not getting Basic Starter kit (React)

I am trying to get the react starter kit as shown in the live demo, with auth,
but getting this

why is that ?, Helppppppp

the basic starter kit, when i go the app URL from terminal it shows this

This site can’t be reached
localhost refused to connect.

i just want this,

done, figured things out,

the npm run dev command takes to the vite starter kit

the command was

composer run dev
