Incorrect determining manifest path

There is download_manifest func to download a manifest by its name. The function suppose the manifest path is

    Directory layout example:
        <repo>/<name>/<version>/manifests/<name>.yaml

It's incorrect. A manifest name can differ from element name. We need to use inventory.json to determine correct name and path.
