Modify historical_accounts_state to report errors into validation channel

Before description implementation in #379, a question is to be answered:

Do we need this check for historical accounts? Or maybe for 'Validation' mode there should be no messages to this module (so only 'Apply' messages would go here?).

If answer is 'we need only Apply messages', then this ticket is simpler: filter all incoming messages, and do nothing with only-'Apply' blocks.

If answer is 'full processing necessary', then report ValidationError to 'cardano.validation.historical'
