`catalyst-contest` update tally procedure with delegations

Summary

Modify the existing tally function implementation taking into account "delegation" functionality, based on Contest Delegation, Rep Nomination etc.

Important notes

• How to determine valid delegation ?
  Valid delegation considered, when Contest Delegation document references to the latest (by ver) valid Rep Nomination document
• What happens is the user, who already delegated his voting power, would vote by publishing Contest Ballot ?
  Contest Ballot supersedes the vote done by the representative (clarify with architects architect's)
