Proper setup of test campaign

Summary

Implement a proper Python submission of all necessary Proposal Form Template, Category, Category Form Template etc. documents.
It would be used in test_signed_doc.py and during the deployment process for the test environments.

Description

• Add all missing proposal_form_template_doc_factory, category_doc_factory etc. By the analogy how proposal_doc_factory is already implemented.
• Get rid pre-seed hacky documents test_signed_documents.sql
• Use f15 document json schemas for the documents (clarify it with FE).
• Update proposal_doc_factory with using freshly added document factories.
• Add a setup_campaign.py script with just publishing the required document to setup a test campaign.
