The following ghc-9.14 specific allow-newer stanzas should be removed when possible.

- Support for GHC 9.14 phadej/boring#48
- Relax upper bounds for GHC 9.14.1 well-typed/cborg#373
- Support GHC
9.14(indexed-traversable). haskellari/indexed-traversable#49 - Relax these upper bound on base for GHC 9.14.1/base-4.22.0.0 haskellari/these#211
- Support ghc-9.14 haskellari/tree-diff#102
- Relax upper bound on template-haskell for GHC 9.14.1/template-haskell-2.24.0.0 haskell-hvr/uuid#95
