Merge #3606

3606: connection-manager: mini-protocol params r=coot a=coot

The 'MiniProtocolBundle' (a list of 'MiniProtocolInfo') can be derived
from a 'MuxBundle' the same way this is done in the 'Network.Mux.Compat'
module.   This avoids passing the same information through two different
code paths.

Fixes IntersectMBO/cardano-node#3568.
