A block producer should optimize their expected returns on a block. Including transactions increases that as long as the likelihood that the block isn't included because of delays caused by that transaction is sufficiently small. The issue is that this probability is really hard to quantify, but I think in Leios it'll probably be less of a problem than in Praos since you have much more time to settle the data availability issue.

That makes me think that incentives for transaction inclusion work better in Leios than they do today without having to change anything.
