Discuss and incorporate CIP feedback

Why

After submitting the official CIP pull request, we need to socialize the proposed changes with node developers, SPOs, dReps and anyone else interested.

What

Following the CIP process we will want to address any reviewer comments on the Github PR and attend CIP editor meetings to discuss with editors and reviewers.

How

• Respond to offered feedback on the Github PR
• Attend CIP editor meetings (happening bi-weekly)
• Get the CIP PR merged with status Proposed
• Mutually exclusive certs/txs in RBs cardano-scaling/CIPs#19
• Leios: add per-month storage cost estimate to table 8 cardano-scaling/CIPs#20
• Regenerated simulation figures using sim-cli 1.3.1 cardano-scaling/CIPs#22
• Leios CIP proposed improvements by sterraf cardano-scaling/CIPs#23
• Throughput behavior under varying loads cardano-scaling/CIPs#24
