Replace Latex with typst for performance and smaller installation footprint

The intent is to explore and potentially replace Latex for creating the Validation reports. Latex is very clunky and has a massive installation footprint, and its rendering performance is subpar as compared with typst: https://github.com/typst/typst

Quarto already supports typst: https://quarto.org/docs/output-formats/typst.html
