m_extbanredirect.cpp for v4

I noticed that d:country:US#Spam mode doesn't work in InspIRCd v4 because the m_extbanredirect.cpp module is not yet available for this version. Could you kindly create this module for v4? We urgently need it for spam control.

It looks like this has been replaced with m_banredirect in the main repo for v4.

This isn't correct, that module only uses the extban interface to check it doesn't try to interpret an extban as a redirect ban.
