ccccb67 ci: Use clang-19 in msan tasks (MarcoFalke)

Pull request description:

  A new clang version generally comes with bugfixes, new sanitizer features, deprecations, as well as new features.

  Upgrade the memory sanitizer tasks to use the new version.
