[FEAT]: Allow usage of enterprise app installation

Describe the need

In an enterprise, it should be possible to manage various enterprise level aspects, including creation of organizations, with an enterprise scoped app installation.

This will also enable (hopefully) future resources for managing other enterprise aspects like enterprise teams, enterprise custom roles, etc.

Currently, this fails due to the reliance on endpoints not available with enterprise-scoped app installations.

I'm very interested in this too. In particular the enterprise functionality to install apps into org repos.

The current provider parameters aren't well aligned for this kind of use case or even a multi-organization use case. This is a fairly significant change, off the top of my head it would require the following changes (and maybe more).

• Update go-github to a version with these APIs supported
• Refactor the provider configuration to remove the owner requirement
• Refactor the GitHub client implementation to support enterprise installations
• Refactor existing enterprise resources to align
