s390/configs: Set HZ=1000

Similar to powerpc set HZ to 1000. See also commit a206d23
("powerpc/defconfigs: Set HZ=1000 on ppc64 and powernv defconfigs").

Besides other this will reduce the latency seen with synchronize_rcu().
