[LAYOUTS] [NFC] Kill legacy Distributed <> Distributed lowering (#6006)

This has not been used in quite some time and it is likely to be broken
at this point. There is no point keeping it around anymore as the LL
path is quite solid at the moment and it's only going to keep getting
better
