`test_dot3d` tests now pass on PVC, but fails on A770

@LiyangLingIntel I have reverted the skip list for A770 and Xe2 in PR #2606.
Please take a look at the crash on A770 and/or LNL.

These failure are because of the fact that on A770 tt.dot does not use DPAS, it goes to FMA which does not have 3d support, we are same as the upstream at this point.

To resolve this issue, there are probably 2 ways:

1. we enable DPAS with SG size = 8 on A770, as mentioned in [DPAS] Support low precision DPAS on A770 with sub-group-size=8. #991 , then there should be no big problems for 3d dot.
   This may need backend instruction support which I'm not quite familiar with, I can take further look into these.
2. Enable 3d support for FMA and do upstreaming.
   I'm not quite sure if we need to do so, as [GEMM perf] Poor GEMM performance on A770 #1765 said, performance in this way is not quite good...

@etiotto What do you think about this? What is our priority of supporting DPAS on A770?

Sure. Created #2731 for LNL/Xe2 dot3d fix, let's keep this issue just for A770.
