[SYCL][NFC] Reintroduce missing Windows symbols (#6830)

#6685 unintentionally caused the
windows library to lose symbols for handler::verifyKernelInvoc and
handler::is_host. This patch introduces these as unused members to avoid
the patch being ABI-breaking.
