[UR] Deprecate UR_DEVICE_INFO_BFLOAT16 (#17053)

* Add support for deprecation of enum values in UR spec.
* Deprecate UR_DEVICE_INFO_BFLOAT16.
* Remove testing for UR_DEVICE_INFO_BFLOAT16.
* Remove UR_DEVICE_INFO_BFLOAT16 support from adapters.
* Resolves oneapi-src/unified-runtime#2385.
