[CI] Speed up Nightly SYCL-CTS runs #16448

Is your feature request related to a problem? Please describe
Currently it takes ~90mins for our machines to build and run SYCL-CTS. Moreover - it takes only less than 10mins to run them, most of the time is spent on build. I think there are at least two possibilities to improve the process:
- We could use PVC machine to build the suite and then upload it for runners.
- We could use cache to not rebuild all the test categories.
May be both options can be applied simultaneously, but at the same time one may be faster than another. For now I'd prefer to proceed with the second one.
