[COMPAT] Use same current device as SYCL

sycl-compat should use the current device of sycl_ext_oneapi_current_device (#16970), rather than having its own. It is very confusing to have a sycl current device and a sycl-compat current device which are different.

SYCLcompat is being deprecated, so no new features/changes are expected to be done in the library, see #19861
