Update phishstats base URL

The new URL is https://api.phishstats.info/api/phishing. Now we are using "https://phishstats.info:2096/api" which fails.

A new migration is required for this.

@mlodic can I work on this issue.

I verified the PhishStats documentation, and the base URL has indeed changed to https://api.phishstats.info/api/.
I will update the URL constant in the analyzer and verify the fix using the TestPhishStats test suite before submitting the PR.
