small design tweak

on https://ibcprotocol.org/protocol/ the tags for stage of development are all green. Would be cool to have "In Development" in orange or another "development" color.

yea I thought about that -- orange is a bit misleading though because for some of them it's more like there is a v1 already out but there are further iterations being worked on, or a working demo already. I do think an overall design rehaul needs to happen for the IBC website though, so that it is more readable. Perhaps this can be part of that workpacket.
