On some of my smoker systems t/test_postgresql.t fails:

could not find postmaster, please set appropriate PATH or POSTGRES_HOME at /home/cpansand/.cpan/build/2018022418/Test-PostgreSQL-1.23-1/blib/lib/Test/PostgreSQL.pm line 167.
t/test_postgresql.t ............. 
Dubious, test returned 2 (wstat 512, 0x200)
No subtests run 

Not sure what is necessary to trigger this --- maybe an installed Test::PostgreSQL and DateTime::Format::Pg without a locally available postgres server.

Do you have any more details about the smoker system?

I can replicate this issue - installed Postgres libs and these modules, but not a server package.
