Reconnect after runtime upgrade #492
Description
After a runtime upgrade, transactions made on existing connections fail due to the spec version check. We need to deal with this situation. Either we need to add logic in the clients, or we need to make sure that the faucet can safely be restarted at any time (even when it is making a transaction)
