SCD Global Lock Feature not configurable via Tanka or Helm

Describe the bug
The SCD Global Lock Feature is not configurable through tanka or helm without manually modifying the base config files.

Expected behavior
To facilitate easier configuration and synchronization across our DSS pool, we'd like this flag to be easily configurable via tanka and helm.

Manual configuration steps we're using as a work around to enable this feature are detailed below:

@the-glu @barroco it seems like configurability of this parameter in "real" deployments is critical to evaluating its effect in those deployments in a representative way, so this seems like a potentially blocking issue for verifying resolution to the recent performance concern in #1311.

Separately, it looks like some users felt it necessary to put together their own upgrade guide (excerpt in screenshot above). Is that information already captured in documentation in this repo such that we could suggest the use of a more canonical guide? If not, it seems like that would likely be very valuable to ensure there is harmonization between users' procedures and InterUSS expectations for those procedures. If there is an existing guide in this repo, are there any adjustments we could make to make the relevant information more accessible to users based on the conceptualization shown here?

@wing-utm-sharing-airspace I'm confused by the Terraform column; Terraform is a means by which Infrastructure is provisioned/deployed/prepared whereas Tanka and Helm (and perhaps Docker, if orchestrating containers manually, though that is not a recommended method) are means by which Services are deployed onto Infrastructure. I would expect any particular item (e.g., "Update image tag to v0.21.1") to be relevant to either Infrastructure or Services, but not both. In this case, "Update image tag to v0.21.1" is describing an Operational change to Services (which tag to use for the core-service containers' image), so I'm not sure what "Required" under the "Terraform" column means for this item. Likewise for all other elements shown.

@utmverse would it make sense to open a different Issue for the guide? It only seems related to this Issue in that it shows there are manual workarounds intended in lieu of a solution to this Issue.
