Community selection modal can't be closed via "close" button

Describe the bug

When the community header selection modal is open, the "close" button does not close it. Neither clicking the button nor activating via keyboard works.

Steps to Reproduce

1. Go to the deposit form
2. Click on "Select a Community" to open the modal
3. Click on "Close" at bottom right
4. Modal does not close
5. Use tab to move focus to "Close" button
6. Press "space" or "enter"
7. Modal does not close

Expected behavior

The should work when clicked, and should also be activated on both "space" and "enter" keypresses (https://www.w3.org/WAI/ARIA/apg/patterns/button/)
