Describe the bug

When using a screen reader, dynamic status changes like loading spinners, file upload progress, and empty search results are never announced. So if you're relying on assistive technology you have no way of knowing if something is loading or if results appeared.

Steps to Reproduce

1. Enable a screen reader
2. Go to the search page and run a search
3. Notice the screen reader stays completely silent while results are loading
4. See error

Expected behavior

The screen reader should announce something like "Loading" when a spinner appears, and ideally confirm when it is done. Users shouldn't have to guess whether the page is doing something or not
