Unable to re-submit to the same community after reject

When an inclusion request is rejected, the user can't easily re-submit to the same community.

Consider the following workflow:

1. Create a draft
2. Submit the draft for review to a community
3. Request is rejected
4. Go to the draft, click "Change community"
5. It is not possible to re-submit to the same community. It shows as "Selected"
6. Select another community
7. Submit a review to another community
8. Decline the new request
9. Go to the draft, click "Change community"
10. Select the first community, it works now
