Possible bug with the set part category tool on 0.17.11

I may have discovered a bug with the set part category tool and am looking for some clarification.

While trying to set the part category for one of my components, I realized I hadn’t selected any component (or anything else). However, when I clicked the submit button on the set part category window it changed the category for every component in my database.

If no components were selected, why would the tool update the category for all components?

@MattOlsonExpedium this appears to be a bug in the legacy interface. I have checked in the new "modern" UI and it works as expected
