How do I send notifications based on the member number/member id in our database?

When I tried sending a test notification using a specific Firebase token to a certain user, it worked smoothly. However, when I use a member number as shown in the image instead of a test but directly review the live notification, it never arrives even though the status on the Firebase dashboard is complete.
