Allow a submitter's system clock to be as much as 48 hours in the future before
their submission is rejected as having a bogus "future" timestamp.

Improved text in the chkentry(1) man page and in the chkentrty -h usage message.

Improved the format of how mkiocccentry(1) announces doing a make clobber.

Updated MKIOCCCENTRY_VERSION to `"2.0.7 2025-05-05".
