I tried to bump IPHONEOS_DEPLOYMENT_TARGET to 15.5 and this still use v15 in my SPM any idea why ? |

Make the CapApp-SPM project use the configured iOS version (
IPHONEOS_DEPLOYMENT_TARGET) on the App project instead of the hardcoded version 13.closes #7544
