How to pass environment variables to the test runner

How can i pass a .runsettings file to dotnet test, when using the test explorer? I am trying to set environment variables for my tests

• Accessing environment variables -> Should exist
• .runsettings -> not currently supported

We don't currently have a mechanism for passing a .runsettings file.
But we do inherit the environment from VSCode (PR #1951), so I believe any environment variables should be available to the tests.

If we wanted to add .runsettings support, it'd probably require

• adding the --settings arg to our dotnet test wrapper
• finding an appropriate place in the call chain to discover the .runsettings file, either by a setting or by some convention
