Improve linting

Describe the solution you'd like
Current golangci-lint config has a number of exceptions with notes to revisit/remove later. We should actually do it.

We should also look into enabling more linters.

Anything else you would like to add:
I think disable-all needs disabling. The default linters are basic and most get enabled anyway.
