Describe the issue below:
I tested the same file (missing the license global attribute) using both web compliance checkers. For both checkers, the report listed the inclusion of the license global attribute as highly recommended, rather than required as stipulated in the IOOS Metadata Profile Version 1.2 documentation. I'm assuming that the issue lies in the code in this repository, rather than in the repos for the web checkers, hence the posting of this issue in this repo.

Attach a minimal CDL or NetCDF file which is able to reproduce the issue
