Make BlockFactory a separate component. #2364
Description
BlockFactory should be a separate component that is not part of the Tangle package. It should be an independent module that can be optionally disabled.
Interaction with the RateSetter needs to be refactored as well as it's possible that RateSetter might be part of the block factory.
