Implement more tests for Starfish #60
Description
Tests covering the following functions for different lengths and committee sizes:
- decoding by RS codes
- encoding by RS codes
- constructing Merkle roots and proofs
- verification of blocks
- creating blocks of different sizes, sending to other nodes, verifying, forwarding to others, and reconstructing when sufficient shards are available.
