Daemon startup communicates current node status concerning advertisements and reachability

In the vein of "improving debuggability and surfacing issues to users proactively", it'd be nice if shortly after startup the daemon could tell you "you have X/Y pending advertisements for data you have" and "your node is not publicly reachable".

This information should be available from the libp2p eventbus (should be fairly easy to do). Additionally having a diagnostic command similar to what was proposed #7068 could help (requires more familiarity with go-libp2p).

you have X/Y pending advertisements for data you have

This seems like a pretty valuable thing to have, although it requires some reworking of how advertisements are stored and processed. The accelerated DHT client enables a batched provider system that does better tracking of this (along with the ipfs stats provide command, so while we have some steps in the right direction this probably requires a bit of exploratory work and an issue detailing the plan (especially if it could end up requiring a repo migration).
