Retarget SimpleFixture.NSubstitute to 1.3

Now that NSubstitute has retargeted from netstandard 1.5 to 1.3, SimpleFixture.NSubstitute should follow suite so that it can be used on other platforms like UWP, Andriod and iOS as was mentioned in issue #28
