Handle DB updates more cleanly in dev and lab (#75)

* Removing the security patch level version check for mgmt server being behind the database. This will happen frequently when testing in dev/lab

* Allowing the upgrade checker to ignore security level differences (fourth digit) if the database is ahead of the code.
