Release 5.0/4.10

IPython 7.0 release schedule is there : ipython/ipython#11297

This should be released about at the same time to make sure people can use async in notebook directly and we don't get flooded with bug reports "it does not work".

Ok, I'm going to start releasing 4.10 first.

4.10.0 will be d5dc23e

Ok, that is done. Mostly adds some minor compatibility tweaks for IPython 7.0 in the test suite, and updates for Spyder. Let's start the process with 5.0

Note that release process change a tiny bit as now 5.0 does not need to support Python 2. We thus only build the py3 wheel.

The 5.0 commit will be the following (309c892) (Signed by my Key):
