Add iro-chromatic_adaptation-transform
**Why:** Introduces the `iro-chromatic_adaptation-transform` gem to provide chromatic adaptation transformations for various color models. Sets up workflows, tooling, and foundational library structure. **What was changed:** - Core transformations: `CAT02`, `CAT16`, `Bradford`, `VonKries`, `Fairchild`, and others. - Extensions: `LMSToXYZ` and `XYZToLMS` transformations. - Added shell scripts for common tasks (`lint`, `build`, `setup`, etc.). - Configured RSpec for testing with SimpleCov for code coverage. - Integrated RuboCop for linting and Dependabot for GitHub Actions updates. - Implemented GitHub Actions workflows for CI/CD (linting, testing, packaging). - Provided gemspec, Gemfile, and `.gitignore` for dependency and file management. - Included type signature file for Steep (`sig/`). - Added foundational documentation and license. These additions establish the structure and functionality for chromatic adaptation transforms in Iro. No side effects expected.
