Update windows tooltip when changing volume and allow volume increases to be reduced

1. Currently when I use the scroll wheel on my mouse over the volume icon on windows 10 with volume2 the volume increases but the tooltip still displays the same percentage. I would like the 32% to increase to 34% for example, instead I have to move the cursor off then back over to see the new volume level.
2. When using the scroll wheel it increases the volume by 5%. I would like to be able to change this to 2% or 3% but there doesn't seem to be a way to do that.
