Add caltone frequency to L0B metadata #174
Description
The L0B telemetry includes the phase step for the waveform generator uses for the caltone, but it'd be nice to have the value in Hz somewhere in the metadata. One idea is as an attribute to the existing caltone dataset under swaths.
