(Caltools) Make the CR azimuth tolerance configurable #145
Description
As requested by @bhawkins in isce-framework/isce3#162 , "It'd be nice to make the [CR azimuth] tolerance configurable in all the workflows."
This will first require an update to ISCE3, and then an update to QA's runconfig parameters.
