chore: Improve the GitHub Workflow performance and dev experience (#2077)

- Improve the GitHub Workflow performance by only downloading Chromium for the Chrome-based test
- Warn when there are uncommitted changes (e.g: documentation)
- Ensure only one workflow is running per branch
- Increase the timeout to prevent job failures for Android 10
