[Suggestion] Add odat-se to pyproject.toml dependencies

I suggest adding odat-se to the dependencies in pyproject.toml.
The module physbo.seach.optimize.odatse appears to depends on odat-se,
but it is not currently listd as dependency.

Optimization with odat-se is an option, so we didn't include odat-se as dependency.
It is better to add it to extra dependency list. I will do it afterwards.
