[Feature] Switch for Testcontainers test execution #1313

Problem description (optional)
Some of the unit tests are using Testcontainers. It may be that some contributors don't have the infrastructure to execute those tests internally.
Desired solution
To make the execution of the Testcontainers test execution optional, I propose to add an option to switch from "do execute" to "do not execute" (default: execute).
