Does it make sense to think of en_core_web_sm being like a pre-configured sklearn pipeline? The way to talk about components made me think of sklearn learn pipelines, which I am much more familiar with.

They are similar in that they both run a dataset through a sequence of functions/models/components. If you were to build a sklearn.pipeline.Pipeline that added features to the input (think FeatureUnion), I think that'd be comparable to the annotations added to a doc via the en_core_web_sm components.
