'Create Event' button is absent on the Landing page Header for the unauthorized user

Pre-requisites
User is not authorized in the website

Steps to Reproduce
Move to https://eventsexpress-test.azurewebsites.net/landing and view the page header

Expected result
According to requirements, the 'Create Event' button should be available to the left of 'Sign In/Up' button, which should redirect user to Event Draft creation page.

Actual result
The button was not added to the page header in the landing page
